The film tells the story of a city desperately trying to reclaim its shattered structure and overcome the shadows of the past. Berlin's situation is unique: in this period of upheaval, everything seems open and possible. The construction workers get to work. What will be preserved? What will be demolished, what will be rebuilt? And who decided? The camera approaches the city from all directions, plunging into the canyons of streets, lingering in backyards, and soaring over gigantic new buildings.
